I have an HTC Evo 4g and my cousin has an iPhone 4, we've been trying to connect to one another but we can't seem to do so? Any suggestions?

You can't. FaceTime (aka video calls) can only work for an iPhone 4 to iPhone 4 conversation. The HTC is on Verizon's CDMA network & the iPhone on AT&T's GSM network.
Not gonna happen at all.
